ORDER N° 18/00035/ MINESUP OF AUGUST 2021 to launch the competitive entrance examination into the 1st year of the Second cycle of the Higher Teachers Training College (HTTC) of the University of Maroua for the 2021/2022 academic year.
THE MINISTER OF STATE, MINISTER OF HIGHER EDUCATION,
Mindful of the Constitution;
Mindful of law n° 2001/005 of 16 April 2001 on the orientation of Higher Education.
Mindful of decree n° 2008/280 of 09 August 2008 to create the University of Maroua.
Mindful of decree n° 2008/281 of 09 August 2008 on the administrative and academic organization of the University of Maroua.
Mindful of decree n° 2008/282 of 09 August 2008 on the administrative and academic organization of the Higher Teachers’ Training College (ENS) Maroua.
Mindful of decree n° 2011/408 of 09 December 2011 to organize the Government.
Mindful of decree n° 2011/410 of 09 December 2011 to appoint members Government.
Mindful of decree n° 2012/433 of 01 October 2012 to organize the Ministry of Higher Education.
Mindful of order n°19/054/ MINESUP/ SG/ DAUQ/ SDEAC/SE of 27 February 2019 to organize the calendar of competitive entrance examinations into Faculties, Schools and Institutions of Cameroon State Universities for 2021-2022
Mindful of circular n° 004/CAB/PM of 10 February 2000 relating to admission into national training schools and recruitment into the Public Service.
ORDERS AS FOLLOWS:
ARTICLE 1:
A competitive written examination for admission into the 1st year of the second cycle of the section for Student-Teachers of Secondary General Education in the Higher Teacher’s Training College (ENS Maroua) of the University of Maroua is launched, for the 2021-2022 academic year, in the following series:
ARTICLE 2(i)
The examination shall be organized in one sitting to Cameroonians of both sexes following the conditions stipulated below
– FOR THE SECTION OF STUDENT TEACHERS OF SECONDARY GENERAL EDUCATION
– Candidates should be holders of a Bachelor’s Degree or “Licence” in the sciences, Science of Education, social sciences, Economics, Legal and Political Sciences or in Letters or an equivalent diploma /certificate recognized by the Minister of Higher Education for the Computer Science Series- Option: Information and Communication Technology.
– Be holders of a Bachelor’s Degree or “Licence” in the sciences or an equivalent diploma /certificate recognized by the Minister of Higher Education for the Computer Science Series- Option: Fundamental Computer Science.
– Be holders of a Bachelor’s Degree or “Licence” in Philosophy, Sociology and Anthropology or in Psychology or an equivalent diploma/certificate recognized by the Minister of Higher Education for the Philosophy series
– Be a holder of a professional Bachelor’s Degree or professional “Licence” including the main subjects required for application in the series solicited.
SECTION OF GUIDANCE COUNSELING
– Candidates should be holders of a Bachelor’s Degree or “Licence” in Science of Education, Economics, Social and Human Sciences, Management Sciences, Legal and Political Sciences or in Letters, or any equivalent diploma/certificate recognized by the Minister of Higher Education
FOR THE SECTION OF STUDENT TEACHERS FOR TRAINING SCHOOLS
– Candidates should be civil servants of primary and Teacher Training education and should be a holder of a Bachelor’s Degree or “licence” or an equivalent diploma/certificate recognized by the Minister of Higher Education and show proof of an authorization to sit for the examination issued by the Minister of Basic Education.
– Be a holder of a Bachelor’s Degree or “licence” in Sociology, Psychology, Science of Education or an equivalent Diploma/ certificate recognized by the Minister of Higher Education.
– Be holders of an equivalent professional Bachelor’s Degree in the fields of Psychology, Sociology, Anthropology and Science of Education.
(ii) Foreign candidates may be authorized to sit for the examination under the same academic conditions and based on the number of places available in conformity with the regulation in force.
(iii) Candidates must not be older than 32 years old as from January 1st 2021. Age wavers willnot be granted.
(iv) Civil servants are not allowed to apply as external candidates
ARTICLE 3
The application files shall comprise the following document:
For the section of Student Teachers of Secondary General Education And The Guidance Counseling
-A certified copy of the birth certificate dated not more than six (6) months from the date of issue.
– Photocopies of transcripts of levels I, II and III of “licence” or Bachelor’s Degree signed or certified by competent academic authorities.
– A certified copy of “Licence” or Bachelor’s Degree or Professional Bachelor’s Degree or “licence” or any other equivalent diploma/certificate recognized by the Minister of Higher Education, dated not more than six (6) months ago or a success testimonial signed or certified by the competent school authority.
-A medical certificate issued by a medical officer of the administration testifying that the candidate is physically and mentally fit for teaching. It should particularly specify that the candidate does not suffer from serious physiological deficiencies in his diction, hearing, sight and mobility, in conformity with the regulations in force.
-A certificate of non-conviction (bulletin no 3) dated not more than three (3) months ago;
-A receipt showing payment of the sum of twenty thousand (20,000) CFA as examination registration fees issued by COMMERCIAL BANT-CAMEROON ACCOUNT NO 37344672001-43. No other mode of payment will be accepted
-One self-addressed A4 envelope bearing stamps in conformity with the regulations in force.
-Two passport-sized photographs.
-An authorization to sit for the examination issued by the Minister of Basic Education, the Minister of Secondary Education MINESEC or the Minister of Higher Education MINESUP for civil servants working in these Ministries.
– For the Section of student-teachers for Teacher Training Education
– An application form to sit for the examination obtainable HTTC, Regional centers and the Regional Delegations for Secondary Education. It can also be downloaded from the following MINESUP internet website: http://www.minesup.gov.cm and the internet website of the University of Maroua http://www.univ-maroua.cm .
-A certified copy of the birth certificate dated not more than six (6) months from the date of issue.
– Photocopies of transcripts of levels I,II and III of “licence” or Bachelor’s Degree signed or certified by competent academic authorities.
– A certified copy of “Licence” or Bachelor’s Degree or equivalent diploma which must not be more than six (6) months old from the date of issue.

ARTICLE 4
(i) Candidates who are holders of foreign diploma/certificates have to present the decision of equivalence issued by the Minister of Higher Education, or the receipt for a diploma equivalence application.in force.
Article 5
Complete files shall be deposited at the either at the regional delegations of Secondary Education or HTTC Maroua ( Admission services) or the department of climatology, Hydrology and Pedagogy of the Advanced school of Engineering of Maroua situated in Kousseri latest Wednesday 22th September 2021
ARTICLE 6
The examination papers will comprise the following:
-Academic performance representing 30% in the overall assessment
-Two written papers representing 70% in the overall assessment
ARTICLE 7
The written papers of the examination will take place on Sunday 26th September 2021
In the following examination centers; Dschang, Bambili, Bertoua Buea, Douala, Ebolowa, Garoua, Maroua, Ngaoundere and Yaounde.
ARTICLE 8
Marks for academic performance shall be distributed on the basis of:
-The candidate‘s age.
-The number of years spent in the University for the Bachelor’s Degree or “Licence”.
-Transcripts of Bachelor’s Degree or “Licence”
ARTICLE 9
The written papers of the examination will take place on Sunday 25th September 2021
in the following examination centers; Bafoussam, Bambili, Bertoua Buea, Douala, Ebolowa, Garoua, Maroua, Ngaoundere and Yaounde.
ARTICLE 10
The syllabus of the competitive entrance examination in each Option are the same as in the Bachelor’s Degree or “Licence” .
ARTICLE 11
The Jury shall prepare the list of successful candidates following the different series and in order of meritsfor publication by the Minister of Higher Education
ARTICLE 12
Written examinations are scored on 20 points. Any score below 05 points is eliminatory.
ARTICLE 13
The composition of the jury mentioned above will be the prerogative of the Minister of Higher Education.
ARTICLE 14
The vice chancellor of the university of Maroua, the director of University Accreditations and Quality and the Director of the Higher Technical Teachers’ Training College(H.T.T.C) of the University of Maroua, each in his/her own sphere, are responsible for the implementation of this order which shall be registered and published in English and French wherever necessary.
